South Dakota: Environmental Projects Announced
PIERRE — Gov. Mike Rounds announced Friday that the state Board of Water and Natural Resources has approved nearly $31 million in grants and low-interest loans for drinking water, wastewater, rural water, and landfill projects.
The approvals included 11 grants and 28 low-interest loans, along with principal forgiveness on 25 of those loans under the federal American Recovery and Reinvestment Act (ARRA) of 2009.
“We are pleased to make these funds available for projects that use both dedicated state funding and federal stimulus funds to create and retain jobs,” Gov. Rounds said. “These projects will result in better services for residents and increased protection of the environment.”
The $30.7 million includes two grants and one loan totaling $570,000 from the Solid Waste Management Program; nine grants totaling $2.3 million from the Consolidated Water Facilities Construction Program, 14 loans totaling $6.3 million from the Drinking Water State Revolving Fund Program, with $5.3 million of that in principal forgiveness; and 13 loans from the Clean Water State Revolving Fund Program, totaling $21.6 million, with $9.1 million of that in principal forgiveness.
The state board has adopted administrative rules to allow using ARRA funds to award principal forgiveness of at least 10 percent on qualified loans. The federal act authorizes the board to award $38.7 million in EPA State Revolving Funds for wastewater, drinking water, and storm water projects.
The Solid Waste Management Program provides grants and loans for solid waste disposal, recycling, and waste-tire projects. The Legislature appropriates Water and Environment Funds annually to this program through the Governor’s Omnibus Water Funding Bill.
Area solid Waste Management Program awards include:
• The Vermillion solid waste building upgrades ($570,000 total)
• Yankton (DW-03) Water System Improvements ($300,000)
• Yankton (DW-04) New Intake System for Water Supply ($220,000)
